No, as per new criteria students to have attained minimum 70% or more in their 12th standard academics can study in Germany. But for that, students must maintain a strong CV with quality scores in German university entrance tests & language test scores.
Public universities in Germany are relatively tougher to get into with low scores than private ones, which charge a higher tuition fee.
Students are advised to conduct a thorough research of both public & private universities in Germany accepting students with a 70% aggregate in Class 12th.

There is no fixed percentage, but it's better to have at least 70% marks in Class 12. Some top universities and technical courses like engineering may ask for 75–80% or more. Also, they may check your marks in specific subjects like maths or science. Higher marks give you a better chance of getting admission in Bachelor's in Germany.

In Germany, there is no course called BTech. Instead, students apply for:
Bachelor of Engineering (B.Eng.), or
Bachelor of Science (B.Sc.)
These are same as BTech and cover all the engineering subjects like Mechanical, Electrical, Civil, and Computer Science.

No, JEE Mains is not directly accepted in Germany. But, if you are an Indian student and you have:
Finished Class 12 with required subjects
Cleared JEE Advanced, or
Done 1 year of college in India, or
Completed a Studienkolleg (foundation course) in Germany
Then you can apply for engineering courses like B.Eng. or B.Sc. in Germany. You also need to show your English or German language skills, depending on your course.
