Dear Akshar, you must take both. Infact take TOEFL instead of IELTS if you plan to study in US. TOEFL OR IELTS are tests for English language proficiency. GRE on the other hand is the aptitude test testing your skills in reasoning, Mathematics and so on. Read more about the tests and understand the differences.

GRE and Subject based GRE are essential for P.hd for international students alongwith the oral component of TOEFL/IELTS mainly for the scholarship.

Higher the score in GRE and IELTS, better chances for your scholarship. What also matters is your overall profile and work experience. If the university ask for any SOP or personal essays, that too hv weightage in making it for scholarship.

Admission to NYU is a function of your academic grades, work ex, TOEFL, Personal Statement as well. However, assuming you are excellent in these I presume a GRE of 320+ should be a safe bet with Quants at 160+

GRE is one of the standardized test used by mainly non-business institutes earlier but now its widely accepted for admissions in graduate schools abroad.Its based on analytical and verbal reasoning.
While TOEFL is english proficiency test to be taken at all levels by students seeking admission abroad so generally you take both.

Best available institute for structure is IIT Kanpur and IIT Madras in India. For GRE based, NUS in Asia, MIT, Standford, Howard in USA, Oxford and Cambridge in UK. Karlsruhe, and Stuttgart in Germany. Ecole in France. beside this Japanese and Chinese institutes are equally comfortable for non English category.
