Firstly yes, you can appear for JEE Mains exam on the basis of your Diploma also. Diploma is considered as equivalent to class 12th by IIT, and hence you can indeed get admission into IIT based on your Diploma provided of course you have fulfilled other associated criteria. https://www.jee-main.net/eligibility-criteria-2019/

Firstly yes, you can appear for JEE Mains exam on the basis of your Diploma also. Secondly, the process is exactly same as that of a normal candidate (class 12th) for applying in Mains. Hope it helps.

Both the exams are different yet interrelated. Both exams have their own relevance and significance. If you are AJEE aspirant, it is very important for you to understand the difference between the two exams. According to your percentile and rank, you can get admission in many NITs and IIIs. Some of them are following.
1. NIT Agartala, cse
2.NIT Arunanchal Pradesh, Electrical, Mechanical
3.NIT Mizoram, CSE
4.NIT Silchar, Civil
5.NIT Manipur, CSE
6.NIT Meghalaya, CSE
There are many more college, where you can get admission. But try to do better in next exam.

Chances of getting CSE in any of these colleges are very low.

There are less chances for you to get ME in NIT KKR with this rank.
The cut-off generally goes around 17k-18k. So, I don't think you can get mechanical here, but you can try for other branches such as Civil, Electrical, PIE.
