The cut-off marks for SC category for qualifying JEE mains is 32. But, you haven't met the cut-off means that you haven't qualified. So, you cannot get any college in JEE main counselling.
If your category rank is 2000-5000, then you may get.

You should first decide what subject interests you. Not the other way round. All NIT's have brand value. I am attaching a link that will predict college for you.

Yes, you must have 75% marks in 12th to get admission in NIT or IIT. So if you have already passed 12th with less percentage, you must immediately appear for improvement.

As you mentioned that you got 65 marks in JEE Mains 2017 and yo belong to SC category, there are fair chances of you to get admission into VNIT, Nagpur.
Branch? I can't predict which branch you will get, but I am sure that you will definitely get admission there.
