Yes, you can do it. But you cannot get IITs, NITs, IIITs, GFTIs. These colleges are better than some engineering colleges in India so they admit only based on JEE Mains and Advanced but you can do your B.Tech by scoring good in board exams.
For M.Tech. you are advised to write GATE exam as you can get a good college for M.Tech with it.

These days admissions in engineering colleges without entrance exam is Utopia. Of course, there are still some colleges that do give admission directly. I think Sastra is one such institute.

To appear for JEE Mains exam, the criteria is that you must be studying in class 12th with equivalent 75% and above.
