Yes, every candidate who appeared for JEE main and has been allotted AIR is eligible for JOSAA counselling, but the seats are allotted on the basis of merit. You can fill in your choices for the spot round.

First, you need to complete engineering with the best CGPA. Everyone wants to get placed in reputed company with 5 to 6 digit salary. For that, engineering knowledge is very important with good CGPA.

If you have the will you should surely drop this year. Join any reputed coaching institute and study throughout the year sincerely. You will surely get into good college
In my opinion a college is good not because of its infrastructure,Placement ,Teachers but because of the qualities of student studying there.The surrounding environment also matters for success.Therefore I would highly recommend you to drop the year , Get into a good college, Get in the company of good students and color your future brightly, Good luck
