I study in VIPS so I can tell you that you will surely have an amazing college life full of all the fun you want to have. This course has started this year itself so I can't say about how it would be but otherwise the college would be good for you.

Probably yes, if the cut-off list is out and yes, you can get into it with 85% individual in English and 71 overall in probably the 3rd list.
