Hi, The application form can be submitted online through the official IGNOU website. Eligible candidates are required to appear for the entrance test conducted by the university for admission to M.Phil/ Ph.D. course. I study in VIPS so I can tell you that you will surely have an amazing college life full of all the fun you want to have. This course has started this year itself so I can't say about how it would be but otherwise the college would be good for you.
