I am a civil engineer and going to pursue my MS in civil engineering from Cornell University, USA this year. According to me, MS from the USA is better than UK.

Scholarships are awarded on merit-basis, if you have a good profile you can expect for financial aid. Go through the university websites, the financial aid sections for details.
To pursue MS in US take the GRE and TOEFL.
To pursue MS in UK, take the IELTS or TOEFL. GRE is not required for UK universities.

There is no tuition fees in Germany, they will charge a minimal amount for semester fee which would be around 250 to 500 euros, please visit the university websites for details. Admissions will be very competitive as your grades are quite low as per German education standards. All the best.
