Hi Vipul, what you heard is wrong. Canadian universities do offer MBA and MS, in fact the country houses some of the best b-schools and universities for MS. Hope this helped.

Though 64% is an average score, if u hv marksheet without reflecting backlogs, its fine. I would suggest you to select few universities and write to them directly. If you need help, feel free to revert.

It is not mandatory to know German to study MS in German Universities. But it is a necessity. You may chose universities conducting MS for international students. You will require german language knowledge for day to day interaction with locals. If medium of instructions in MS is German you need Advance German.
