If you want to study MS from Germany or the USA, you will have to appear for the international qualifying exam: GRE and maybe an English proficiency test if English was not the medium of instruction in your institute. The main criteria is to complete your Bachelor degree with very good grades. German universities only accept a brilliant students. Along with it, you must have a strong research profile. Take IELTS too. You can consider taking GATE but not compulsory.

Of course, the minimum score can still differ a lot from school-to-school. Some schools require a score as low as 70 points, and others as high as 110. From a practical standpoint, the score required by the school you are interested in should be considered a good score.
