It is difficult now after UK has imposed so many strict rules for Indian students. So, it is a risk and won't be recognized by many and UGC.

Unfortunately, no you can't. Not only in Germany, but 45% is not quite acceptable abroad. German universities again are very competitive and prefers students with more than 80%.

I would suggest you to go for a degree course. A degree course always has a upper hand as compared to Diploma.

Yes, of course. Dropping off is always harmful for your studies, image. Entire course will be spoiled. It will be a negative mark on your academic background. Rest you may choose the right path.
