While there are many jobs in this area and in many sectors from municipalities to telecommunications, USA is not a very easy option for Indian students now from a job specific point of view. You may earn your degree in USA to gain good job prospects globally. I will also advice you to check skilled occupation lists of countries you are interested to work in and find out the demand of urban planners and related professions.

You have to give the GMAT exam first and then based on your score in GMAT it decides whether you are eligible for LBS or not. For every University there is an eligibility criteria like GMAT score, average work experience and after that it depends on the applicants the universities has received. Based on this the universities will offer the seat.

If you are specifically talking about government jobs after Masters in multimedia with specialisation in fashion designing, then there are fewer opportunities in this field. It's more of a private job thing. But you can get a job in teaching field in government colleges of designing like NIFT, NID, etc. But for that you have to complete your education first. You need to do Bachelor's as well as Master's and then Ph.D. If you don't want to do Ph.D. degree then you should have 2 years of experience after your Master's (only the experience after your Master's will be counted). You can check that there are many colleges in India providing Masters education. In that, you can find some colleges which will provide you with international Masters in India. I live in Ahmedabad. Recently, I gone through this university which is providing a dual Masters for 2 years just visit the link https://www.vu.edu.au/victoria-university-india/about-victoria-university-india / this may be helpful for you. This is as far as my knowledge among schools in Ahmedabad.

SIOM-Nashik, NITIE-Mumbai, NICMAR-Pune, Global Institute of Construction Management and Research, MIT-Pune, RICS Institute of Built Environment. You must go for CAT exam as most institutes accepts CAT score.

No, there is no such entrance exam for M.Des. Admission is merit-based. You should have done 4 year of graduation in B.Sc or B.Tech along with one year of work experience.
