Australia has its own Skilled Occupation List (SOL) which lists the occupations in demand. Both mechanical and electrical engineers are in the SOL and professionals in these fields are very much sought after. Also, both the sectors are different. So you decide basis your education background, interests and career plans.

As per your interest, Bachelors in design (B.Des) would be the best option with specialisation in automobile design. Kindly refer to the link below for the colleges providing the above mentioned course:

However, if you are still interested in pursuing engineering courses, you can go for automobile engineering rather than mechanical engineering.

(a) High Academics performance or records in undergraduate studies.
(b) If the course is taught in German, then proof of proficiency in German Language. If the course is taught in English, then proof of proficiency in English by TOEFL or IELTS score.
(c) Some universities Require GRE score
(d) With relevant work experience in the field of further study chances of selection increases

The eligibility criteria for MS differ in different universities. General eligibility criteria to in German University is as follows:
