The jobs in PSU's are invariably posted on respective websites and most PSU's have disbanded system of paper application. You will have to check the website of BHEL.

I suggest you to do your MS from India only with good grades and without any backlog. After good results, please try for foreign universities so that you will get good university to take you career up.

I think after B.Tech, you will be able to grab a job.
if you will not get job, you should pursue M.Tech from a good college.

Bachelor's degree won't make a difference. You have enough scope in India especially in mechanical engineering.

It is a good and reputed university. About living on campus or off campus, international students spend first semester or the first year on-campus to get some understanding. Since living on campus is usually expensive they start looking for off campus accommodations after a semester or two. Since you wouldn't know any real estate agent in Canada right now, it is advisable you first live there for a semester and then look for another option.
