PEC Chandigarh is a reputed college and far much better than NIT Manipur The Mechanical engineers from PEC are earning very good packages after CSE. PEC has been ranked 38 among top enginnering colleges of India by MHRD while I can't find NIT Manipur in top 50 even.NIT Manipur is good but not the best.PEC will give you more expenditure. At last your choice matters.

Decide what you want firstly, what you want to study and what you want to do. Prepare for GRE as it is required.Perhaps for Masters studies in US. Prepare for TOEFL too, this ia the test for English language. every university and program have separate requirements, you must visit university websites and go through the program requirements. Check QS ranking, some options are also available in the study abroad section of Shiksha.
