Yes, you can join in other colleges by writing the entrance test conducted by the government or by the university. You can get the seat by scoring the qualifying marks and you can get the seat in the colleges in that state. Or else you can get the seat through management quota by meeting the administration of the respected college and has to pay the total college fees. So you can get the seat in the management quota.

Kindly, Go through the list of top colleges like Anna university (CEG, MIT, etc. ). And its affiliated colleges so that you can get government quota which is highly beneficial.
