I have been going through your queries, I will advice you to always visit university websites and communicate with them before applying. Requirements are always available on the admission requirements pages. Your grades are low, you need to work on your personal statement and manage good LORs. San Jose is not too competitive, so let's hope for the best.

The course undertaken from any institute should prepare you to be employable with the skills. I would suggest that, you can compare universities offering the same course and figure out which one is better. You can compare Masters in industrial and operations engineering offered by University of Michigan Ann Arbor with that of Masters of industrial and systems engineering offered by San Jose State University. You can look to find out the research opportunities and practical exposure given to students.

San Jose State University does not offer Masters in MIS.
In general, this course does not require work experience, however having some experience will be an advantage down the lane.
