IPE doesn't matter. Your JEE percentile is low enough for NIT but is sufficient to get you a seat elsewhere.

Your B.F. Tech rank is applicable for B.F.Tech course only not for B.Des. courses. So you can not get B.Des on the basis of B.F.Tech rank. You have not write about the category you belongs, So the admission prediction is not possible. However on the basis of last year closing cutoff and if belongs to general category, your admission chances in B.F.Tech course are moderate.
