Your CAT score is negative as well as not accepted anywhere in India even a normal management institute won't give admission on this score please try for other MBA entrance exams like CMAT MAT ATMA or else join a good MBA entrance class and try next year. Yes, you have to appear in the MAH CET exam for getting a seat in a reputed government. College. The one year gap is not a big issue, however, you may be asked to submit the declaration at the time of admission explaining the reasons of a year gap. So, you can write there the reason for the preparation of a competitive exam.
