Hi Arun,
Yes, you can get a government college via state quota, if you have the domicile certificate of Maharashtra. It doesn't matter. You can complete your education from any states. You domicile does not change.

There is no chance, because maximum to maximum, admission in VNIT closes around 8000 as per OBC category rank with least preferable i.e mining engineering.

The admission is purely based on the Tamil Nadu HSC merit list. I got a community rank of 1500, so it was really for me to get a seat here. Cut off matters a lot . Cut off from 197 to 200 will do it to Madras Institute of Technology. Students have to fill the online engineering admission form and the details about counselling will be updated in mails
