Yes, almost all Public Universities in Sweden are English-speaking for higher studies. There are UG courses which are in Swedish but master's in Sweden are mostly in English.

Yes! Sweden is very flexible. If you have completed a Bachelor degree (like Engineering) in India where the medium was English, you usually get an IELTS exemption. You just need to show your college transcripts or a certificate saying your studies were in English. You don't need to write the exam again.
