Hi Jeet, the tuition fee for TU Munich's MS Information System is nil. You must however pay a fee of around INR 98,000 towards insurance and student union fee. Additionally you must have around EURO 8640 towards living expenses for obtaining the German student visa. The eligibility criteria of your desired programme is a very good Bachelor's degree in informatics, information systems, economics, or a related field. IELTS/TOEFL will required as well. You should also consider taking the GRE. Please find more details here

Hello Prasad,
Backlogs is the bane of many Indian students. Normally speaking students with backlogs have less chance of getting admission in an institute abroad. This is so since there are plenty if students with excellent academic records knocking at the doors for admission. But it is no bar. Many students with backlogs have indeed obtained admission. I would therefore advise you to approach an agency dealing with sending students abroad or specifically to Germany. There are many nuances in the process & only specialised agencies are aware of it.

I think it is easier in comparison to other universities because they don't really have a limited capacity and can admit students purely based on merit. There should be some requirements posted on the website, and if you fulfill the requirements then you'll be admitted. For more details, you can get in touch with the placements companies as they would have all details about the same.
