Hi, you shoukd aim for 75% minimum but may not be sufficient, higher your grades the better, they will also consider your projects, internship, publication and patents, certification, lor, sop etc.

What do you want to study? For Bachelor's degree, you must take Studienkolleg and clear the exams. German language fluency is a must. For the Master's degree, you must have a very good Bachelor's degree. Overall percentage generally of accepted students is above 90%.

It really depends on the level (graduate or undergraduate) and the subject you are applying for. Bachelor in Mechanical Engineering, for example, is the most fought over subject and thousands of applications arrive each year from Germany and all over. For this particular subject there are extra rounds of reviews and interviews (which are not applied to other subjects). In general, I would recommend fulfilling all requirements for the particular subject, obviously. (minimum grade, GRE if applicable, TOEFL if applicable, cover letter, neat CV, etc. ).
