No, 12th appearing students are not eligible to attend UGC NET. Candidates who are applying to UGC NET should have completed their Masters, or appearing for their final examinations in Masters are eligible to apply. Please read for a detailed eligibility criteria mentioned at the link provided below:

Please check for your eligibility to pursue UGC NET at the link provided below. Candidates who have secured at least 55% marks in their Master's degree exams (in streams such as Humanities, Social Science, Electronic Science, Computer Science & Applications, etc.). From a UGC recognized college/ university, fulfill UGC NET 2018 eligibility criteria. It may be noted, minimum percentage required to meet UGC NET eligibility criteria for candidates belonging to SC/ ST/ OBC/ PwD categories is 50% marks. Please check for detailed criteria below:

UGC NET Exam is conducted for the determination of eligibility for an Assistant Professor and junior research fellowship. The candidates who want to make a career in teaching or research and development field can go for the UGC NET exam.
The UGC NET exam is conducted twice a year for more than 90 subjects.
The eligibility for the UGC NET exam is as follows:
Educational: The candidates who have completed the post-graduation degree with minimum 55% marks can apply for the NET exam.
Age Limit:
Candidates of the age limit below 28 years are eligible for the JRF while there is no age limit for the Assistant Professor post.

UGC NET 2018 Importance and Summary:
On behalf of University Grants Commission (UGC), Central Board of Secondary Education (CBSE) conducts National Eligibility Test (NET). UGC NET is conducted twice a year in order to select candidates for only Assistant Professor or both Junior Research Fellowship (JRF) and Assistant Professor in Indian universities and colleges. Yes, you can appear for UGC NET. To apply for the same, you need to have 55% aggregate in Masters Degree or Equivalent Degree. For ST/SC/OBC/PWD Candidates, 50% aggregate in Master's Degree.
