Northwestern Uni with an acceptance rate of 7.4%, is marginally more difficult to get into than UCLA (9%). However, students encounter a different admission process for each.
Northwestern looks at all aspects of a candidate, including academics, extracurricular, LORs, essays, and test scores like SAT or ACT. UCLA on the other hand, is test-blind (does not consider SAT or ACT). High-school and Class 12th grades carry higher importance.

Yes, students can appeal admission decisions at UCLA University. For a decision to be overturned, students need to provide new academic and personal information.
The chances of the decision getting overturned are low, but very much possible. That is, if the admission team sees merit in the new admission application.
Appeals can be made between Apr 1 and Apr 15. It may take a few weeks for the university to share a fresh admission decision.
