Typically, more than 2 backlogs are not recommended. If you are planning for a high ranked then you won't be accepted with backlogs. Also this will completely depend on the university. There is no explicit mention of these things on university websites and these are confidential matters. Will vary from profile to profile as well.

It may be if you don't plan to return but if you plan to continue or migrate to US you can do so. Also, not all high schools accept international students so until and unless you are a very bright student it may not be a good idea.

Scholarships at MIT are based on need-based that is based on your financial situation. This does not mean every other student can show that his/her financial situation is poor and avail scholarship.
