Automobile versus biotechnology: interesting question. You see, what is going to happen from today is crystal gazing. We should not indulge in this. Actually, both are good paying. Automobile is a perpetual industry & biotechnology is sunrise stream. I advise you to opt depending on your love for biology.

To pursue engineering in any field, a a student needs to have Physics, Chemistry and Mathematics with a minimum of 50% throughout in 12th standard board examination. Since, you don't qualify this eligibility criteria, so you are not eligible for engineering.

If you have a very good profile then you can target Germany, the best in these areas and also affordable. You can also check Russia, Netherlands, China and Hong Kong, Singapore etc. Kindly, check university's websites in these countries for more information on fee and admission requirements.
