Yes, you can appear for JEE Mains. You must score 75% in your Diploma final exams. Diploma is considered as equivalent to class 12th.

Germany is the no. 1 place for mechanical and automobile engineering. The admission process is very tough, though. But research opportunities and jobs are plenty.

I appreciate your interest in cars. However, you missed mentioning which segment interests you. If you are interested in designing cars, you can opt for B.Des. However, if you are interested in the technical evolution of cars, you can opt for automobile engineering.
