Eligibility criteria for the majority of examinations in UPSC or MPSC is graduation degree. You are not eligible for UPSC or MPSC exams as Diploma in automobile engineering is not equivalent to graduation degree.

Lot of engineering colleges have lateral entry admission provision for Diploma holder in engineering. You can seek direct admission in 2nd year of engineering in universities such as Manipal University etc.

B.Tech in automobile engineering graduates are eligible to appear for all UPSC examination as the eligibility criteria is a graduation degree.

You can look for is MS in automobile engineering from foreign university and get some work experience from there. Most of the R&D and manufacturing is done in foreign countries.
