Yes, you can get. Admission criteria for all DU colleges are same. The four best marks of class 12th will be considered. It requires your migration certificate, provisional certificate, class 10th mark sheet and others. But, class 10th percentage is not included in the merit and used for DOB purpose only. Your admission is completely based on your class 12th performance.

Yes, you certainly can reappear for 12th Class exams. Or you could pursue a Diploma on the basis of 10th class. Pursuing a Diploma will be easier than 12th and it is also considered equivalent to 12th. But I would suggest passing the 12th in the failed exam. Diploma is 3 years long and 12th can be completed in a year. But see what you can manage and then decide accordingly.

Moderation policy says that students can get upto 15% extra marks in some questions if they are difficult and student has tried to attempt it. It is for those who don't have hope of passing. I think you need not to worry as 80 is a good marks. And CBSE has abolished the moderation policy from year 2018.

Candidate must have passed 10+2 from a recognized board.
Admission Process.
Register and Apply.
Interested candidates can apply online with required information.
Merit Screening.
Admission is based on the marks obtained in 10+2.

If you have the Pass Certificate provides by CBSE, then nothing is stopping you from pursuing Higher Education. You must have had at least 6 subjects in 12th and Math as optional. So, it could be accepted, but you won't be able to pursue any course related to Maths.

You can pursue certification courses that is related to your line of work. You cannot do Diploma and Degree now, because you don't have class 10th and class 12th. You can also pursue Secondary Education from NIOS and then after that pursue a Diploma or degree.
