Hello Bhaskar, Your query is really interesting. But unfortunately no survey or ranking appears to have been done for best institute to do research. However, all is not lost. Ranking is available for best civil engineering college. By analogy, we can perhaps say that these colleges will be best for research too!

B.Tech is not possible from distance learning form any institute as it's a technical course which requires regular classes.

B.Tech is through RKDF University. FEES is 70,000 per year. Duration is 4 years.
HSC (PCM) is required. If HSC with PCM is not there then you can do Diploma in Civil Engineering. It will be 3 years course. Fees 50,000 per year.

Hello Aadil, Lateral entry directly into 2nd year of engineering is a state subject and different states follow different paths. Dte of tech education of almost every state has a matrix uploaded on the webpage. This tells the students about which branches of Diploma are eligible for which branches in graduation. You will have to check up webpage of dte of your state. On the other hand, IIT's consider Diploma as equivalent to 12th and hence a student can select any branch for graduation.

It totally depends on what type of degree programme the college is offering. If the college is offering BE degree, then all the branches would under BE and vice-versa.
