Yes, you can but in that case, you will not be eligible for direct second-year entry (lateral entry) in B.Tech. You have to apply as fresher for BE/B.Tech.

In many cases, you may. But, not in all govt. jobs. For example, in few public sector undertaking, it is not considered. As a matter of fact, AMIE is continuing education meant for working aspirants and hence suitable for promotions, higher education such as M.Tech, high-level UPSC exams, etc.

Hi Rakesh,
Unfortunately, Diplomas are not considered equivalent to high school qualification in Germany and not accepted as a qualifier to Bachelor's degree. You can enrol in B.Tech program in India and complete the first year with very good percentile and thereafter you can apply to German universities. Overall, you will require an outstanding academic record.

The best branch for opportunities in terms of employment is definitely civil engineering when compared with aeronautical engineering.

I won't suggest specific country, but Germany and France are good for it. Germany also offers scholarship programs if you need.

That is not possible as Germany doesn't recognise our Diplomas. However, you can still apply using your +2 credentials. If you didn't do it, you can't apply. With your Indian Diploma, you can still do some technicians course.
