Yes, there are many good colleges for M.Tech in civil engineering.
You can appear in GATE exam for getting admission in colleges of national importance or you can get admission in BITS Pilani, VIT, Jadavpur University, Anna University and KIIT College.

In India you can prefer BITS, Pilani, VIT-Vellore, SRM KTR campus or Amrita University. You can check their details on their website.

You can give lateral entry exam of B.Tech organized by various states, colleges, etc. and join directly in the 2nd year of B.Tech.

It certainly is, not the best one though. A lot depends on you as the placement here for civil guys are not something you would dream for as of now. The highest package went to 9 lakhs this year which is expected to rise in the upcoming years. In your next 4 years you might get a better package too.
