Lateral entry is possible after completing Diploma. The lateral entry in 2nd year is restricted to similar branch. If you want to change the branch, then you would have to appear for CET exam and get admission in 1st year.

Normally, after completing Diploma you will be employed in drawing or such practical work. For working as a design specialist you need to do graduation and PG.

You do not have to look outside for Masters in civil engineering. You are advised to prepare for GATE and aim for M.Tech at IIT Roorkee which is also best Institute of international repute in civil engineering.

No, as class 10th marks have nothing to do with it.

Germany is one of the most affordable places. Either the tuition is free of around 500 euro per semester. A living expense of around 8000 euro per year must be shown.

You need a minimum score of 55% in B.Tech.

The difference between Civil Engineering and Electrical Engineering is that Civil Engineering is related to construction, designing of structures like buildings, roads, dams, flyovers etc. Electrical Engineering is related to electrical work, electrical layouts, design, installation of electrical equipments like electrical wirings, motors, amplifiers, etc.
