Yes, Polytechnic is equivalent to intermediate. And, yes you can direct join degree in second year after your Diploma, you will get admission in your second year of your degree. Good luck.

Yes, you have proper certificates and documentation that proves you belong to EBC, then you will get concessions for degree certificate BE, MBA, etc. also. Zero tuition fees are to be paid if you are EBC.

I am not sure if it is under Delhi government or not, but yes it's degree is valid, as it is affiliated to some good university and that university comes under Delhi government. Good luck.

Yes, you can. Anyone who has completed his graduation degree from any recognised university is eligible to appear in Civil Services exam. You can definitely appear in IAS or IPS exam.
