Yes, EEE students are perfectly eligible to give IES. They can select either Electrical or Electronics to appear for Examination.

Considering MnC and EEE in IITs and NITs respectively, as per my thought MnC is good choice as basically it's getting in IIT and other think is MnC has a number of career options in future.

You can go for NIT surathkal EEE than metallurgy at IIT Roorkee as it has better scope than metallurgy.
