If you are a general category other state student, there are no hopes of getting into Electrical Engineering in NIT Rourkela. However if you are a Home State candidate there are fair chances in the 4th round or spot round of counselling. If you have an OBC/SC or ST certificate, AIR 24514 is good enough to get you a seat in Electrical Engineering in NIT Rourkela. I would suggest you post another question with all specifications- Category and State. I can then answer with more accuracy.

Both the institutes mentioned by you are equally good and thus it will BE very difficult to tell which one will BE the best option. However, we can help you with the parameters that you can keep in mind while choosing an institute. You can consider the below parameters :
1) Faculty,
2) Affiliation / Recognition
3) Course Material,
4) Quality Education,
5) Fees
6) Infrastructure
7) Success Rate.
8) Placement
9) Top recruiting companies.
Also, if possible go through the alumni speak section to get an idea what the alumni thinks about the institute.

All engineering streams are equally good. There may be cyclic variation in demands of stream from year to year. Current trend indicates that CSE or IT is favourite of students parents and recruiters in terms of placement and salaries. Electronics and Telecom gives wider career options as you can be employed in IT, Electronics or Telecom industries. It is recommended that you may choose your stream based on your interests to excel in Engineering profession.

You can consider MS in Electrical Engineering, Master of Applied Science in Electrical Engineering, or even MS in Electro-Optics. These are the most popular course specializations preferred by Indian students going to Canada or US.
