Dear shakil
the fees for various colleges may vary .if u crack the entrance examination you may get scholarship but there are other universities who conducts their own test and offer scholarship on that also.
you can consult various private colleges in northern india like amity,lpu,chitkara etc for more.

There are many government job for electrical . You can apply in these exam and give exam, you should have strong technical knowledge.

BMRCL Recruitment 2016, 65 Asst Engineer, Section Engineer, Jr Engineer Posts – (25-04-2016)
Staff selection commission every year conducting the national level written examination for the recruitment
