No need to worry, you can migrate from that college to any college lying under the same technical board. Write a letter to state technical board and to your institution for same purpose. Try to check the procedure of migration from internet also. You can even physically present in technical board and explain your problem.

Hello,
Start reading the research paper on relevant topics in which you have interest. Have a close look at the headings which are mention there like abstract (most important for learner), the area of research and literature work, etc. You can work on Filters (DSP), Antenna, in communication (noise reduction), efficiency improvement of the receiver. Also, try to learn MATLAB.

Hello dear,
This time mechatronics has not a very good record if we talk about recruitment. Industries have faith that any student should be sound in core electronics or in core mechanical. In the coming decade with some improvement, no doubt, this course will be amazing. But we have to wait.

Every course has equal importance in the field of ECE as you know it is a very vast field (VLSI, ECE, Instrumentation, Chip designing, etc.).
