Hi,
Until and unless you are sure of what you want no advice will be fruitful. By now you should know what you want to study and what kind of a career you seek. Here are some options however the choice is yours solely - look for PG courses in car body design, manufacturing, engineering management, management, automobile engineering, robotics, etc. For universities you can filter the options from here:

You can pursue an MBA or a more specialized Masters. Firstly know what you want and plan your career and then decide what to study.

Yes, you do, however you need to demonstrate enough research work, interests, patent work, etc. to be accepted. Check with the DAAD office and try to attend the workshops, etc. before applying to any university. See here:

Except USA all other countries you mentioned have good PR schemes for international applicants.

63% is really low for German universities but with a strong SOP and LORs you may be considered. I will suggest you check other countries like Singapore, Australia, New Zealand, France, Netherlands etc. Germany is a place for engineers and research mostly.
