First, you need to understand why candidates appear for GMAT exam.
It is not necessary to have work experience to take the GMAT exam because GMAT is taken majorly by MBA applicants, the percentage of candidates having work experience is high.If you are planning for MBA abroad, then yes, work experience is required for a number of reasons -
Accredited universities do not accept fresher.
If you are a fresher your profile must be strong enough to compete with your peers who would comprise mostly of managers, executives, etc.

Yes, you can do MBA after doing BA. As such, exams are mandatory to get admitted in top colleges abroad. Giving IELTS and TOEFL is also acceptable in most of the universities abroad.
