As far as I know, you cannot change the college during your last year of graduation. So, you can complete your course and then write the entrance exams to get admission in the other colleges for post graduate courses.

CSE from IIT-Hyderabad is really a good option, it will provide you with good faculty members, academics and placements.

You should go for CSE in IIT Roorkee because nowadays the demand for CSE is really increasing day and this college is also good for academics.

You can get detailed fee description from college website but tuition fee is 2 lakhs per annum for IIT.

There are around 3-4 friends of mine who studied B.Tech in IIT-Madras and one of my friends is currently an M.Tech student of this college. According to them, the college has wonderful teachers. Their placement scenario is good. It's also a very good institute for research oriented people.

Timings of morning batch are from 8.30 am to 2.30 pm and evening batch is from 10.30 am to 4.30 pm.
