No chance at this rank in CSE. Maybe you can get other branches other than CSE and ECE.

Your board score is good. But you have not appeared for JEE Mains or couldn't score well in this exam. So, I will suggest to go private colleges of Delhi like Amity University, Shardha University, and Lovely Professional University etc. You can get your favorite branch also with good board score in these colleges. According to your JEE Mains Percentile, there may be chances of getting a seat in mechanical engineering in any NITs or IIITs.
