Hello Vinayak, the marks which can get you admission in MIT, Pune for petroleum engineering differ from year to year and hence anything which I may state here may not be valid for the coming year. However what is important is to know admission process and the basis on which admissions are given for undergraduate studies in this Institute. For admission in NIT, candidate must appear for JEE Mains. Unless you appear for the entrance exam you won't get admission in National Institute of Technology. The eligibility criteria for entrance exam is 12th with PCM as the subjects.
Apart from IIT and NIT, most colleges in India offer lateral entry for diploma students. These colleges do reserve some seats for lateral entry students.Diploma holders are not allowed for JEE Main admissions but they are allowed for JEE Advanced. So they can write the JEE Main exam just to qualify for JEE Advanced.

No, you can't get seat, because the required marks to get a seat is more than 90.

You can't get any government college of UPSEE, you can take admission in good private colleges situated in Ghaziabad region.
