Admissions in COEP is done via MHCET not via JEE mains. There are various criteria for admissions of outside state students so do check their official website for more info.

Yes, of course the attempt will be counted as you have registered for the exam and not given is not the issue for the CBSE to consider it as a case to uncountable attempt.
