It totally depend on counselling. There is less change to get HBTU-Kanpur. But, still you can try this. Or, you can visit another college. All the best.

Both are similar in comparison. Both these colleges fall under top NIT category. So we can't say like which one is better. Yeah from campus life and location point of view, NITK is better than any top NITs.

Hello, hope you are doing well. Yes, you can take part in HBTU counseling but your rank will be evaluated on the basis of general category and that will be tough for you to get this college.

As you mentioned in the JEE form that you are from general, all the colleges will take you on the basis of your general category. So, you should try for the college you desire. Otherwise, there are so many private college options for you.

You can the previous year's category wise cutoff's ranks of NITs and IIITs at:
https://josaa.nic.in/josaaorcrarchieve/Result/OpeningClosingRankArchieveN.aspx?Year=2017
First, check for the Homestate NIT first. There you would get an idea of your selection.

If you have Punjab quota, then you have 90% chances to get it.
As per second cut-off list there is quite decrease in the cut off rank/marks.Try till second in-person counseling.
It's bit difficult if you are from outside Punjab.
Though try your best.
