No, the universities are the one that provide the scholarships and fees off, with their individual plans. You should go through the website and their prospectus and find out.

and compare your AIR with the previous year's cut-offs of your HOMESTATE NIT first then other NITs. Also, take care of the important dates of counselling!

I can't tell the score that you have to get in Mains as it varies every year. But you have to get a rank at least about 10k in JEE Mains to get into aerospace engineering. Then, you will be in the super-safe zone. Up to 15k, you can have a moderate chance.
