You indeed have asked a very interesting question. Answer actually is not simple. Truly speaking, cutoffs are decided by number of seats in IIT vis-a-vis number of students who should appear for it. With abolition of 12th marks, advantage enjoyed by students of some boards will vanish.

As you are appearing for 12th exam, you indeed are eligible to appear for JEE Mains. I hope you are eligible otherwise. Please check eligibility conditions from website of 'JEE Mains'.
It is needless to say that you need to study with all your heart in it to clear this exam.

Firstly, till results are not announced, percentile cannot be found out. Secondly, it's not a static figure like say 50%, 75% or 85%. It depends on no doubt on the marks you have scored but it's more affected by how many other students have scored above or below you. 90 percentile means 90% students have scored less than you.

Tricks and tips to clear JEE Mains are available. You have to have faith in yourself, set up a timetable for studies with time assigned for each subject every day. Take mock test every week and brush up weak areas shown by this mock tests.

Almost all IITs and NITs have this latest branch of engineering as an option to select. Hence you need to clear JEE Mains for a seat in NIT or need to clear JEE Advanced for admission in IIT.
If you want to get admission in a good institute then you will have to score well in the exam.

Being domiciled in Punjab, you will be eligible for admission within 50% quota of state candidates. However, Jalandhar is one of the older NITs and students prefer this compared with many other NITs. This results in much steeper opening & closing ranks.

There are a number of NITs. Some are old and some are new. Presently, students are preferring the old ones and hence you can get admission in newly opened NITs quite comfortably if you manage a score as low as 50 percentile. However, for the older ones, you need to have a percentile of around 75.

With this percentage, you can apply for BCA programme but if you are going to appear for JEE Mains, you can apply for Amity School of Engineering which is affiliated to CBSEJEE but do check the eligibility in this website for more clarification: www.amity.edu/ASE or you can contact admission help line 0120-2445252.

CBSE will open their site for registered students for editing. Normally, there will be a window of one week for this activity. You can try your luck during this window. I don't think, it will cause any problem.

To get admission in any engineering college of Maharashtra barring perhaps IIT - B and VNIT – Nagpur is through MHT-CET. Hence, you need to appear for this entrance exam, if you want to get admission in Symbiosis.
