Yes, you can do so. You have to approach the admissions office of your desired university to enquire if your degree is ineligible for applications in any way, just to be sure. You will also need to verify the specific requirements as all the universities didn't recognise this degree.
The minimum CGPA required to do an MS in Germany is 7 or 70%. However, if you want to get admission to a world-class university, you need the best score in IELTS, and your CGPA must be around 8.5
